Establish a program by which the state will assist in the repayment of student loans in exchange for valuable community service.
Establish a program through which the state will provide low-interest student loans for degrees in high-demand majors. Graduates repay loans based on actual salary after graduation (as salary increases, so do payments). Graduates fund the current students. (Think "Habitats for Humanity", except education-based.)

2) Total transparency of design and operation
3) Maximum scrutiny of system security
Oppose all efforts to implement/restore voter ID laws in Pennsylvania until such laws are proven to be cost-effective and to not disenfranchise or deter voters.
